Hiring practices of Minnesota Pharmacies between 2006 and 2020 and what this means for pharmacists and technicians.

Learning Obejctives:

After participating in the program, attendees will be able to:

1. Describe trends in pharmacist and technician hiring over the past 15 years in Minnesota pharmacies.
2. Describe wage rates for pharmacists and technicians within periods of shortage and over-supply for each.
3. Describe the transitions being made to use technicians as cheaper labor substitutes for pharmacists.
4. Describe pharmacist job skills that have become outdated and the new skills sets that employers now seek.
5. Describe how pharmacies have been adjusting over time to become health and personal care centers for the public.

This presentation is being submitted to the Minnesota Board of Pharmacy for Continuing Education credit approval (one hour).

Dr. Randall Seifert graduated from Norther Dakota State University in 1975 with a BS in Pharmacy. After practicing in Manchester, NH he entered the University of Minnesota Doctor of Pharmacy program in 1976 and graduated in 1978. He stayed on at St. Paul Ramsey Hospital completing a fellowship in cardiovascular pharmacokinetics in 1979.

After his fellowship Dr. Seifert was an assistant professor of pharmacy practice at North Dakota State University School of Pharmacy. He was granted medical staff privileges at Dakota Hospital where provided clinical pharmacokinetic services. He also connected with Dr. Russ Gardner at The Neuropsychiatric Institute (TNI) where the two provided interprofessional consultant services at the North Dakota State Hospital. Working with Dr. George Crane they instituted one of the first tardive dyskinesia registries in the US. Dr. Seifert was promoted to Associate professor in 1984 and became the Director of Clinical Programs for NDSU.

Dr. Seifert left North Dakota in 1987 to join his wife Kathy in Los Angeles, California. He initially worked as the clinical coordinator for Cottage Hospital in Santa Barbara. Subsequently, he joined the HealthNet Pharmacy Service a health maintenance organization in southern California. He was responsible for assisting a multi-specialty medical groups in managing their drug formularies.

In 1991, Dr. Seifert joined the California Clinical Trials Medical Group in Beverly Hills where he was the Director of Operations for a clinical trials company that focused primarily on neurology and psychiatric pharmaceutical Phase 1, 2 and 3 clinical trials.

In 1993 Dr. Seifert left to become Vice-president of Pharmacy, Disease Management and Clinical Research at Santa Barbara Medical Foundation Clinic. Dr. Seifert was also the senior manager for the Main Clinic physician operations that included internal medicine, surgery, orthopedics, GI, allergy, psychiatry, neurology and endocrine.

Dr. Seifert started his own consulting firm Seifert and Associates in 1997 and worked with physician groups as risk for medical and pharmacy costs. He continued this work until 2005 when he decided to return to academics at the University of Minnesota College of Pharmacy where he has been in several roles as a professor, Department Head, Senior Associate Dean and now the Peters Institute Endowed Chair in Pharmacy Innovation. Dr. Seifert has continued his community engagement, interprofessional relationships, teaching and research in areas of mental illness and substance use disorder. He also teaches advocacy, policy and leadership to pharmacy students.

Jon C. Schommer, R.Ph., Ph.D., is a professor at the University of Minnesota. He received his BS, MS, and PhD degrees from the University of Wisconsin – Madison. Since graduating with his PhD in 1992, he has devoted his career to teaching and research.

His research is focused upon information processing and decision making related to the provision, use, and evaluation of drug products and pharmacist services. He recently completed the National Consumer Survey on the Medication Experience — a study of over 36,000 individuals.

Dr. Schommer has served as: Peters Chair for Pharmacy Practice Innovation, President for the Academy of Pharmaceutical Research and Science, and Member of the American Pharmacists Association Board of Trustees. He holds a Distinguished Teaching Professor appointment and was inducted into the Academy of Distinguished Teachers at the University of Minnesota. In March 2019, he received the Academy of Pharmaceutical Research and Science – Research Achievement Award. In July 2021, he will receive the American Association of Colleges of Pharmacy – Graduate Education Achievement Award.
